Changes to Bar Rules Help Address Access to Justice

The Ohio Supreme Court announced changes to Rule VI of the Rules for the Government of the Bar of Ohio on March 28th. These changes create a new attorney registration status, the emeritus pro bono status. This new status enables non-active attorneys to perform limited legal practice for the provision of pro bono service. Limited legal practice includes representing a client in court under supervision by an active attorney, and providing routine legal services without supervision by an active attorney.

The revised rules require that an attorney has practiced for a minimum of 15 years, is in good standing, and is associated with a pro bono organization in order to qualify for emeritus status. The emeritus pro bono status will require biennial registration and a $75 registration fee.

This new status was developed following recommendations from the Ohio Supreme Court Task Force on Access to Justice, which sought to identify and address challenges faced by Ohioans attempting to access and navigate the civil justice system. The rule changes will be effective September 15, 2016.
