Stop and Frisk: The Use and Abuse of a Controversial Policing Tactic written by Michael White and Henry Fradella is one of the most comprehensive texts on this topic available to date. The authors are Criminology and Criminal Justice professors at Arizona State University.
The tactic of stop and frisk was recognized by the US Supreme Court as constitutional in the 1968 case Terry v. Ohio (C|M| Law’s Terry v. Ohio collection). The main focus of the book is the use of this tactic by the New York Police Department (the largest Police Department in the USA). However, there is some coverage of the use of stop and frisk by police departments in Baltimore, Philadelphia, Chicago, Newark, and Detriot.
While the authors are not completely against the use of stop and frisk, their nuanced approach takes into account abuse of the tactic (especially its statistically significant use in communities of color) while highlighting best practices and success stories.
